Early in 1927, the US Navy conceived a requirement for a two-seat fighter for fleet defence and contracts were signed on 30 June for the XF2U-1 and the Curtiss XF8C-2. Vought adapted the design of the O2U Corsair, but progress was slow. Ordered on 30 June 1927, the plane was not completed until June 1929. The XF2U-1 had a steel-tube fuselage, wooden wings and fabric skinning, power being supplied by a 450hp Pratt & Whitney R-1340C Wasp engine and armament comprising two 7.62mm machine guns in the upper wing centre section and a similar calibre weapon on a flexible mount in the rear cockpit.

By the time that the XF2U-1 reached Anacostia for official evaluation, the Navy had already placed a contract for further development of the competitive Curtiss fighter XF8C-4. Assigned to the Naval Aircraft Factory in February 1930 as a utility aircraft, it was damaged beyond repair on 6 March 1931.

Vought wählte eine verbessertes Design der O2U Corsair aber die Entwicklung war langsam. Der am 30. Juni 1927 bestellte Prototyp war erst im Juni 1929 fertig gestellt. Die XF2U-1 hatte eine Stahlrohr-Rumpf, Flügel aus Holz mit Stoffbespannung, angetrieben von einem 450PS Pratt & Whitney R-1340C Wasp-Motor. Die Bewaffnung bestand aus zwei 7,62 mm MGs in den oberen Flügel und einem flexiblen MG im hinteren Cockpit.

Zu der Zeit, als die XF2U-1 Anacostia für die Evaluation erreichte, hatte die Marine bereits einen Vertrag für die Weiterentwicklung der Curtiss Jäger XF8C-4 abgeschlossen. Als die F2U-1 der Naval Aircraft Factory zugewiesen war wurde sie im März 1931 durch einen Landeunfall beschädigt und nicht wieder in Stand gestellt.
